As it is, it's been horribly mismanaged and the average consumer doesn't understand it at all. Better DTV transition: Five to ten years before the changeover, begin requiring manufacturers to support DTV in televisions. The transition does not need to be quick - and if the majority of consumer televisions already support DTV then there won't be all this fuss.
